Collection care and historic building fabric pull in opposite directions. The building must not be altered; the environment inside it must be stabilised. Secondary glazing is one of the few interventions that serves both.
Three conservation gains at once
A laminated secondary pane filters the great majority of ultraviolet, which is the fastest-acting agent of photochemical damage to textiles, paper and pigments. The trapped air layer damps the daily temperature swing that drives relative humidity instability. And laminated glass with an appropriate rating adds a genuine security layer without changing the elevation.

Relative humidity is the quiet risk
Absolute moisture content in a gallery may be stable while RH swings widely, because RH is temperature dependent. A single-glazed window drives a large diurnal temperature swing near the glass; slowing that swing narrows the RH range, which is what reduces the mechanical stress cycling on panel paintings, furniture and parchment.
Reversibility is what gets it approved
Conservation-accredited advisers generally accept interventions that are reversible and legible. A room-side unit fixed to the plaster reveal, removable without loss of historic fabric, meets that test far more comfortably than any alteration to the original window.
