Listed Building Consent: How the Process Actually Runs

Owners of listed buildings expect a fight over windows. With secondary glazing it is usually the opposite conversation — conservation officers routinely prefer it to any alternative, because it is the only upgrade that leaves the historic window entirely intact.

Whether consent is required at all

Listed building consent is needed for works affecting the special architectural or historic interest of the building, internally as well as externally. A room-side unit fixed to plaster, touching no historic joinery and fully reversible, frequently falls outside that. Frequently is not always, and the judgement is the local authority's, so we always advise a written pre-application enquiry rather than an assumption.

What a conservation officer looks for

Four things, in our experience across Sheffield, Chesterfield, Barnsley and Bassetlaw: that nothing is fixed into historic joinery; that the frame is slim enough not to dominate the opening when seen from inside; that the finish is sympathetic to the reveal; and that the whole installation can be removed leaving no trace beyond fixing holes in modern plaster.

A determination on a listed building consent application is typically eight weeks from validation. Where consent is required, factor that in ahead of manufacture — it is the one part of the programme outside anyone's control.
