Meeting a Noise Planning Condition with Secondary Glazing

If you are converting a building, creating flats, or building near a road or railway, your permission may carry a condition setting maximum internal noise levels. Secondary glazing is routinely used to meet those conditions, but only when the specification matches the report and the paperwork follows.

Read the condition, then the report

The condition itself usually sets internal limits, commonly expressed as daytime and night time levels in habitable rooms. The acoustic report behind it will contain the assumptions used to demonstrate compliance: a glazing element with a stated sound reduction performance, sometimes a specific cavity, and always an assumed ventilation strategy. Your glazing needs to satisfy the report, not just look adequate.

Match the performance, not the product name

Reports specify performance, typically a weighted sound reduction index for the glazing element. Any system that demonstrably achieves it is acceptable. That is helpful, because it lets us design around your actual reveals rather than forcing a named product. What is not acceptable is substituting a shallower cavity or a thinner glass than the report assumed and hoping nobody checks.

Ventilation is half the condition

The most common reason a scheme fails at sign off is ventilation. A room cannot be assessed as compliant if the only way to ventilate it is to open the window onto the noise source. The report will normally assume either acoustic trickle vents, an acoustic wall vent, or mechanical ventilation with heat recovery. Whatever it assumes has to actually be installed, and it has to be recorded.

Cavity depth on a conversion

Conversions of mills, warehouses and civic buildings often have deep reveals, which is a gift acoustically because you can achieve 150mm or more without projecting into the room. Where reveals are shallow, budget for subframes at design stage rather than discovering the problem on site. Retrofitting depth after the linings are finished is expensive.

Evidence for discharge of condition

Assemble a pack: the glazing specification per opening, manufacturer test certificates for the glass and system, cavity depths as installed, the ventilation products fitted, and photographs of the sealed perimeter before decoration covers it. Many authorities also want a post completion sound test in a sample of rooms. Building that expectation into the programme avoids a delay at handover.

Where secondary glazing beats the alternatives

On conversions of historic buildings the alternative, replacing windows with high specification acoustic units, may be refused outright by conservation. Secondary glazing satisfies the acoustician and the conservation officer at the same time, which is why it appears in so many mill and townhouse conversions across South Yorkshire.
